I have Wonderful News!!!
Thankyou so much -Jumper- you are awesome +much rep!!!
I went to the website mentioned above found my specific Graphics card description, downloaded and installed newest software and the problem is now gone (in my viper at least, will check out other ships later). It looked like the installation removed the old software and installed the completely new, different, software.

You have all helped me heaps and I only hope that if someone else has this problem in the near future that they find this thread.

Now, to fix that crackly sound issue,

Glad that worked! Sorry for all the troubleshooting madness I suggested but at least you got it working. Wonderful news!

thankyou for this info, but how do I "change" the number to 0, it wont let me touch it :/

OK, I just opened it, straight up. I didn't realise that you could right click it and "open with">"Notepad".
