HI I cannot seem to turn in a mission to a terminal I'm at, I went to the installation to get the item I needed and came back to turn it in but it says I don't have any completed missions and I'm not sure what to do. I've had to reset my account already from not being able to pay off my bounty, hoping someone can help me out with this.

Try asking in the Odyssey section of the forum.
If the mission is completed then the middle panel of the terminal will be available - it is called "Complete Missions".
You don't hand in missions in the missions section like that screen-shot in the OP.

I've had un-hand-in-able missions before. Eventually it expired.
Or I don't understand mission hand-in (though I have managed it on several others).
