Can't turn in PP 2.0 data, is it me or the game?

I have been in the Ulicunabopa system gaining merits with restoration foot missions.
I have accumulated Power Research Data and Power Industrial Data that I cannot turn in at the station, as it says Out of Range.
I have tried the closest other system my faction controls, and it says the same. In undermining and acquiring systems, it says must be allied.
Am I missing something or is this bugged?

Edit: the answer appears to be that you cannot reinforce with those data items.

If you're trying to reinforce with the data you got in-system, you can't.

Try handing it into a stronghold or Fortified system of your Power nearby. The former must be 30ly or closer, the latter 20.

For no particularly clear reason - though it is exactly as documented in the manual - those two data types can't be used for Reinforcing.

You can either hang on to them in case the system gets successfully undermined and use them to try to reacquire it later ... or you can just sell them to the non-Power bartender and at least get some credits for them.
