Same problem with Marco Qwent and Liz Ryder
I am having the same issue with xbox one I am also having this issue with Marco Qwent as well. Marco Qwent is a known bug and frontier has done nothing to fix this which is very aggregating because of people like myself and others trying to do Grade 5 engineering on ships

Currently anyone needing a reputation locked mission is not available. So Lyz Rider, Marco Qwent, Zachariah Nemo, Bill Turner.
You can get the reputation but none of the missions will ever show up. This broke when they put in a fix the other day but never bothered to mention what they changed. I got my Alioth permit the day before this change during 2.4.
I'm still waiting on Zachariah Nemo. Been this way for the last 12 hours easily in the same station. So if you are like me and stubborn about wanting to finish a goal before moving on. This breaks the game.
So.. probably be another year before this gets fixed because they would rather nerf making money than solve actual problems.

FYI I just got Bill Turner unlocked this patch, and got the permit for Alioth. The trick is to switch systems to another station (not the one where you grinded rep in, but you still need it to be the correct faction). That's how I got my permit. (This was working as of the 30th of September).

That is how I got it also. For Alioth only. But, the problem with Nemo is there is ONLY one system you can get the permit in. Yoru. But, the missions were showing up early in 2.4. Then they put in nerfs and the permit missions vanished.
So they hotfix tiny discrepancies in payouts but not content-gating missions.

There is an article from FDev support that says they have identified the issue and a fix is in development.

Has this worked for anyone more recently than the 30th? I'm currently waiting around Enayex. It is also controlled by Eurybia Blue Mafia. I haven't seen any Liz Ryder missions.
Am I supposed to get a message about the mission, or do I just have to keep checking the mission board?
