I think it would greatly expand piracy, especially Wing piracy, if cargo canisters came in different capacities. If this were to be implemented, pirates would be slightly restriced as to which targets they could pirate, but pirating larger targets means more profit.
For example, if a T9's cargo was split up into 32t canisters, a group of four cobras couldn't ever grab it because the maximum size of cargo racks able to be fitted to the Cobra is 16t, and you can't exactly split the canister in half. However, if one of their group was flying an ASP or T6, or anything above a Cobra, they could function as the scooper and gather the cargo from the T9.
Bigger canisters wouldn't be ejected from the cargo hatch by a limpet as quickly as smaller canisters could be, because the trader would lose far too much cargo.
Lastly, I don't think it should be the trader's option of what type of canisters to load. I think canisters should be 1/4th of the cargo rack, so a 128t rack would hold 4x 32t canisters, and a 4t cargo rack would hold 1t canisters. The only way to circumvent this is to carry different types of cargo, which severely cuts down on profits for the trader, which I think is balanced. Be safe or be rich, Risk vs Reward.
