Cargo racks and other modules question

Why do they have a E rating from E1 and up, there isnt different cargo racks with more armour etc than others?

This also goes for other modules as well where they only have one type of module?

Things of a single quality are type E. The number represents only the size and not capability.

Things with different qualities within a size also have the letters, where A is best and B is heaviest, with D lightest.
