What happens if CMDR A scoops some cargo and then abandons it for CMDR B to scoop ?
Would CMDR B have stolen goods ?
You can land at proper stations with cops zooming around.The trick is to either sneak in by silent running (never do this myself and im unsure if its good or not), but to line up from a bit out and then go fast in = profit - everytime. Just be careful not to crash.

Simple. You cannot abandon goods you do not own, only jettison them.
Smuggling stolen goods is the worst crime you can commit in the ELITE universe.
Do this 2x per Government - and enjoy being hostile to 75% of the civilized Galaxy within a few hours.
If destroying your Reputation is the goal, getting caught smuggling is far easier than going to the Federation/Alliance/Empire homeworlds and bombarding their main Stations with Torpedos. Because that's about what it would take to get the same Reputation loss.
Regaining such a reputation (lost within 6x 5 Minutes) would likely cost you 1000 hours of mad-grinding gameplay.
Basically :
Stay clear of picking things up or running any Missions that pay you to do so (or deliver any other illegal Commodity to a Station where they are prohibited).
The whole smuggling in ELITE is so blown out of proportion (extreme risks - lousy rewards), it's better left alone.
Unless you have an Anarchy Outpost you know you can safely unload them onto... Or don't care about Reputation anyway.
I wouldn't even scoop up 150tons of Platinum if you jettisoned them right in front of my nose, that's how bad it is.
