Cargo scan in supercruise

It seems to me that it would be good from both the perspective of traders and pirates if cargo scans could be performed on targets while in supercruise. This would reduce the need for interdictions of ships that are not carrying any cargo worth robbing.
 
well, consider this. When you interdict a trader, currently if they don't drop cargo, and claim they can't, if you cargo scan them to find out if that is true in order to let them go instead of killing them, they will simply use the opportunity to FSD away. Whereas if you could cargo scan in SC, not only would the only traders being interdicted definitely be carrying (reducing overall number of interdictions/killings due to frustration at finding only empty traders), but it would also mean a pirate's automatic reaction to 'kill just in case they're lying' is removed. If they aren't giving up goods, its not because they don't have any. No confusion, traders can drop a couple tons to wave off the pirates and move on unharmed...

I wonder how many pirates would actually scan during SC.
It's basically raising your hand and saying "I'm about to interdict you", giving the pilot a good couple seconds to simply drop out of SC, and then jump to a different system.
