If I scan a player carrying stolen/illegal cargo, will he get a fine?

Have you tried? There are some reports saying they got fined when being scanned by players. Anything to do with allied status perhaps?

If this could be a game mechanic and I could be a special constable issuing citizen arrests I'll be all over that...
