Since everything else on ships is modular, I feel cargo scoops should be too. Currently cargo scoops are the only system in the module tab which is not upgradeable / optional.
Cargo scoops are used by only a selection of playstyles, mainly mining and pirating. For others they are just dead weight and an unnecessary power drain. (Personally, as a trader and bounty hunter, I have the scoop disabled, and would love to be able to remove it to loose a few tonnes.)
For those players who do use it, the cargo scoop is slightly tedious, and doesn't improve as the game progresses. Upgrades like a magnetically attractive cargo scoop (just an example) would work in a similar way to current upgrade paths: more power/weight/heat = improved performance.
Someone suggested that a 'Scoop Slot' is the answer, where you can choose to have a fuel or cargo scoop of varying class. (I personally quite like this because the current fuel scoop is an internal component, which is at odds with it scooping fuel from the corona of a star)
