Why do some systems allow me to purchase cartographic data and some do not?

When I explore a system and then sell the cartographic data, does that mean that other players will be able to purchase the data for that system?

1) the system isn't an important core system and not explored (or just not publicized yet) by someone.
2) yes.

Does anyone know what determines the value of a given system's cartographic data?

I have been using this table. I don't think its entirely correct but I haven't ran any tests.
