Cartography Sale question

I have a question about Cartography data. I'm fairly new to the game and this is something that has me a bit confused. Is there a special/certain place I should sell it all? I've done some research and others say save it for engineers, while others say save it to get allied status with a faction and others say it really doesn't matter.
So, I'm trying to get the best use out of it that I can basically and i'm sitting on just under 10 mill worth. I have three engineers that I can visit now but haven't done anything for them yet (like the one who needs a Meta-Alloy).

If there is any faction you want or need to gain reputation with, you can gain rep by selling data at a station that is controlled by that faction..
If there is no rep you particularly need or want, it doesn't matter.

If you are not already allied with Sirius corp, I recommend selling data at a Sirius controlled station such as Davy Dock in the Procyon system. This will give you access to the Sirius system permit and Engineer Marco Qwent.
You can also sell data to the Engineers Elvira Martuuk, Felicity Farseer and Professor Palin , but you have to unlock them first which probably requires a lot of jumping around in the bubble and increases you chance of interdiction or accident.

The longer you save the data, the more you risk losing it. You'll need to balance the reputation gains with your risk tolerance.

That said, when I recently returned after 10 months, I spread the data around.
I sold to Sirius until I got to allied, then went to Darnielle's Progress in the Maia system to purchase the Meta Alloy to unlock Felicity Farseer and sold data to her until I got to level 4. Then I went to Cheranovsky City in the Ngurii system to get Soontil Relics to unlock Elvira Martuuk and sold to her until I reached level 4.
Then I just sold to various stations that I like to visit to get allied with them. Then I just sold the rest at my home base.

Ok here's my issue/problem. I can't sell my Cartograhy data to Farseer for some reason. The Universal Cartographic s is red and listed as unavailable. Bug or am I missing something? Thanks!

You need to unlock her by donating a tonne of meta-alloys (you can buy them in Maia or find them by shooting barnacles). You also need to quit to the main menu and restart after you do that to unlock UC (that bit is a bug and common to all engineers).
