I headed over to Cemiess to see what game effect, if any, the 300% crime rate increase Galnet story had on the game.
It appears, anecdotally really, after about 10 runs, a USS spawned rather quickly in system. I am used to them spawning in 30ish seconds after entering FShift. In Cemiess the average is ~14 seconds after entering FShift with a range of 7-28 seconds.
Hopefully this is useful information to Bounty and Pirate Hunters. The things found in USS appear to be the usual. Hope the info is helpful. Let me know if you have similar or different results.
