CG the struggle for power (transporters and pirates)

A new station is commissioned by a minor faction, they also have all the build goods required but not at the build location, so they need transports to deliver these goods to the build location.

A rival minor faction at the build location does not want this to happen, they want the goods for themselves and in the process stop the build. (deliver stolen goods)

Basic Rules...

1. Players may choose to join one side of the community goal only (transporters or pirates).
2. XXXX tonnes of goods are at a location, players supporting the transport faction may fill their cargo with these goods.
3. All Players have insurance covered for them by the minor faction they have chosen to support, as long as they are carrying some goods (clean or stolen).
4. Goods may only be collected and transported in the "Open game mode" any change in mode results in cargo goods being returned to the original stock pile.
5. For each delivery of goods a payment of Credits is made to the player.
6. Once a thresh hold is met for either minor faction the Community Goal is declared over and a minor payment is made to victorious players.

Could work ? Has loop holes ? Care to fill them in ?
