CG Tobacco for Mahina Dillon

Ok there's a new CG to deliver Tobcaco for Mahina Dillon, so far there's 444 contributors and 0 tonnes collected.

I suspect there's a bug. I just delivered 704t of smuggled tobacco to the black market there and the global progress has not increased.

Devs can you look into this please, and sort it.

It's an illicit cargo for McMullen Vision and it's not registering deliveries.

And before you ask, I wasn't detected on entry either.
