CH Products Pro Pedals not recognized

I'm trying to set up my set of CH Products controls with the game, and the pedals aren't being recognized. I confirmed they were working by calibrating them in the CH Control Manager software, but when I try to bind them in the game settings it doesn't recognize them. I searched here and found someone who'd had a similar problem and fixed it by not using CH Control Manager, but I'm seeing the problem regardless of whether I have it running or not. Has anyone seen this problem and know how to fix it?

Addendum: After some fiddling around with CH Control Manager, I got the game to recognize the pedals, but only if it thinks they're the same access as the throttle, which isn't very useful.

No issues here with the game recognising the 3 CH Pro Rudder Pedal axes. I don't use them in game any more but I just checked to confirm that they can still be assigned ok (I only use the pedals in flight sims now.) I don't have CH Control Manager installed (never have). Running W10 pro.

After some more aimless fiddling, the rudder pedals started working correctly. I have no idea what, if anything, I did to make that happen, but the CH Control Manager was necessary to get them working--that's where I was doing the fiddling that made it happen. Without the control manager installed nothing I did helped. I'm also using Windows 10 Pro.

There are still some control problems with the CH Products throttle (the thumbstick and hat switch still aren't recognized), but those are much less important than the pedals and I was afraid that if I spent any more time trying to get them to work I'd break the pedals again.

As a side note, I originally played Elite Dangerous on a Mac with the same controls, and everything just worked with no problems. It's kind of weird that the serious OS handled game controllers so much better than the game-playing OS. :-/
