I know this will sound really really crazy but before you get out the straitjacket... how about some sort of server (rather than peer to peer) based PvP combat disallowing logging and firewall hijinks, and adding any sort of mechanic that was only accessible in open mode. Also cross instance persistent wakes with time decay weighted by factors like rebuy, cargo value, bounty and notoriety.
