What are the chances of Frontier releasing cutters and corvettes to the general population that have their souls still partially intact? I don't have friends so I cant fight thargoinds, I will never be bothered with the engi grind, I just want to have a corvette before I permanently lose interest in the game.

No, get a Conda or simply a FDL/Python. You really don't need much more. Also, you can solo a Thargoid even unmodded. Stack HRPs and some MRPs and you are fine.
Im solo thargoids in my asp explorer 6a sheilds 3 boosters (653 strenght with 30, 45, 50 resists) and full hull,

Never say never, remember the ALD coronation saw a period when all imperal ships required no rank to purchase, for a short time. However I'm guessing this was the one exception.
I'd rather have a long chained hard coded missions to earn a new ship.
The Empire might want you to investigate some distant systems related to the Thargoids. Starting close to the bubble then getting further and further out. During these missions the Empire offers you a dedicated exploration ship "Imperial Explorer" to continue the mission.
The Federation could offer a dedicated anti-thargoid combat ship in chained hard coded story mission.
The alliance hard coded chain mission could be about contacting and learning to communicate with the non aggressive Thargoids resulting in getting the Type-10 with a built in Inter-species translator.
Three new ships, earned the fun way with a story.
That's the kind of elite I want to see.

The next thing I can imageine is you coming here to the forum, demanding that the "'goids be nerfed because you cannot solo them in your brand new corvette or else you will threaten to 'permanently lose interest in this game'".
Engineer grind actually doesnt help you in aquiring federation rank at all.
If your sole interest in this game is "having a corvette instantly withouth fulfilling the requirements, I guess this game is not made for you. You might as well be better off playing something else.
