Change Data courier and Delivery missions

Ok here's one: when delivering data or cargo from one faction to another the recipient is usually the controlling faction of the "sent from", would like to see missions to be delivered other than the controlling faction, or possibly to the same faction if it is present in the other system.

Sounds reasonable, but I guess a system of alliances between factions is needed, I don't know if such feature exists but if it does it would be wonderful to help to build or destroy those alliances.

this: with cargo, occasionally you get a counter offer to take the cargo elsewhere, why not with data?
