I'm doing some anti-piracy operations in an anarchic system, and completing a massacre mission for a faction from a neighboring system. The mission targets are members of the controlling faction in the anarchic system, and each time I kill one, I get a bounty voucher from the controlling faction. Basically the anarchists are rewarding me for killing their own pilots.
My suggestion is if you're doing massacre missions in a system ruled by an anarchic controlling faction, any bounties you receive on the side be issued by the second-most influential faction in that system, or from the faction that issued you the massacre mission in the first place.
Another thing. When you turn in a massacre mission, both the issuing faction and the controlling faction gain some influence. This wouldn't make sense if the anarchic faction you're targeting is also the controlling faction, because you're killing their own men. In this situation, why not have the controlling faction lose influence, while the other factions gain influence?
