At present, running data from Odyssey Settlements heavily rewards certain settlements with as many data pads as possible in a short distance.
That's fine, but it doesn't make much sense to have UPLOADS be the same exact thing. I would prefer they instead be used differently and broaden the number of viable settlements.
That being the case, what if we changed it, so that you get a big bonus of merits if you upload to every data pad in the settlement?
That way, for downloading data you want as many data pads as possible, but for uploading you want as few as possible. This encourages the use of different types of settlements and broadly equalizes settlement types, as the more data pads, the more data you download, but the more time you have to spend uploading to get that bonus.
This should make it more diverse and interesting.
