Change Premium Ammo Synth to replace/supplement useless experimental effects.

Premium Ammo Synths are little-used and often derided. Most players lack the materials to make them, and the players who do have the necessary materials, usually don't need them.

I'd like to propose an alternative. Allow players to synthesize experimental effects onto their ammo!

For example, Smart Rounds, Corrosive Shell, Emissive Munitions, Incendiary Rounds, Thermal Shock, Force Shell, and so on. In the Synthesis menu, each of these options would have a synthesis option. While active, these would replace the existing experimental effect, until they're reloaded or synthed with something else.

The original experimental effects would still exist as engineering options, but they would just have the effect of setting what type of ammo would be reloaded at stations.

The reason this would be a good change is because there are many experimental effects that are only good in niche scenarios. Smart Rounds, for example, is only really handy when fighting near an installation or capital ship, but that doesn't happen very often, so it's not generally worth getting weapons specifically for that purpose, especially with limited module space!

But with this, players could quickly synth some Smart Rounds ammo, and then be ready to go on a moment's notice! Or if you run into an enemy that goes cold a lot, you could synth some Emissive Munitions to deal with the problem!

This would allow many existing experimental effects to be more useful, while making the synthesis function more broadly useful as well.
 
It is an interesting point that we engineer the gun but it is the munitions that get fired that often get the special effect. The munitions aren't purchased specially, we get them from whatever hillbilly backwater station we happen to land at.

Or is the special modification made to the gun to allow it to fire special munitions? So when we resupply our ship we are actually getting fancy special munitions automatically?

Special effects modification that change the gun:
- autoloader, double braced, flow control, multiservos, flow control.

Special effects modification that change the munitions(?):
- corrosive, emmisive munitions, incendiary rounds, smart rounds, thermal shock.

Make sense. Those are ammo effects and not weapon effects like autoloader for example.
