Powerplay Changes To Improve Powerplay

Hello everyone, I have some ideas about how to improve powerplay and would appreciate your thoughts and suggestions.

1. Merits can only be earned in open. It seems beyond ridiculous to me that systems can be fortified/undermined without any opposition from players
2. Fortification past 125% earns no merits. Doesn't make sense to pay out the weekly payment to players that simply grind the closest system to many thousands of %
3. Preparation is changed to nomination only. 1 nomination awarded per 1t of valid fortification. This would counter the grinders from #2 that would switch to prep instead and give more control to the loyal players. Seems there are players in all factions that are attempting to weaken the power from within, this would decrease their ability to do so
4. Undermining merits are earned instantly. The damage is done when the ship is destroyed, the merits should be awarded then, not allowed to be accumulated and merit bombed 5 mins before cycle end. This might also allow players to identify systems being undermined and give them more chance to take action
5. Increased security in Headquarters systems. There should be security patrols actively hunting hostile powers in our HQ systems. The number of interdictions there are ridiculous

Any issues with my suggestions? Anything to add?
 
Just my opinion...

1. - Impossible due to the nature of ED. Anything done in solo or private affects the same universe as open. I can't see justification to making PP an exception.

2. - Agree. Really, anything above 100% should at least be reduced.

3. - Disagree. I think that would be too fundamental of a change.

4. - Agree. Self explanatory.

5. - Meh.

What happens when everything is at 100%? Nobody else can earn Merit. This will turn into Merit on PC only.

It sucks that pilots abuse the closest System to benefit themselves rather than their power. Removing Merit past 100% is overreacting as a fix though.

Preparations and expansions have no 100% upper limit of being effective. They are both percentage races.

If fortifications past 125% earn no merits, the same should apply to undermining. However, doing this will result in a massive cry of outrage from the ALD and Hudson hordes, who will then have to do actual work to get their merits, and as such this won't happen.
 
Limiting Merit in Power Play is just going to make pilots stop doing it. The system is fine now. Some pilots abuse it. That is still better than having pilots abandon it.
 
YES! These changes would help PP dramatically. I think the major reason I don't play it is because of the incessant interdictions in my own systems! Ridiculous. These changes wouldn't make it fun, but they would make it more sane. In order to make it fun, Power Play needs more mission types. I suspect we'll see something about it in Horizons. But I won't even bother with it until the security situation in so-called "control systems" is fixed. It makes no sense, since I am more likely to get assaulted by a foreign power in my own system than in that foreign power's own capital!

Oh, no, they'll welcome me with open arms in foreign systems, but in my own system, I really have to watch my back...

The Open vs Solo thread is in the general forums. Take your arguments there.

Overfortification can be dealt with simply. Just don't allow it - period.

YES! 2 and 3 Must be done in the first place. Everyone who does not agree - grinders or traitors.

4 is important too.
