Changing Influence

Hey guys. I'm in 78 Ursae Majoris with a couple of buddies and it's in a state of civil war at the Alliance Station, Rominger. I'm just wondering if going to any of the other stations and attacking the factions there changes the influence at all or what we need to do to change the influence of the system to Alliance. Thanks.

The way it looks is we have to get through a civil war with one of the independant factions before we can advance past the 11% influence for the system?
Any influence guru's out there know any facts about this civil war system?
