Changing power

What is the penalty/rewards for defecting to another power or leaving the one you're currently with, how often can you do it, etc.?

Depends on the rank and probably time with the power - consequences for you are described on the pledge page in the PP menu.

Essentially: You can either quit completely and lose everything, then join another Power after awhile without penalty, or else you can defect directly to another Power, retaining a portion of your merits, but will be subjected to bounty attacks for a period.
