How do you know that is not working as intended? 
If you want to look at cheating, how about the hacking that goes on? No, there is cheating and there is exploiting "features" - vast difference.

My rule of thumb is that if it 'feels like a game' when it doesn't have to, it's broken and should probably be fixed.

My rule of thumb is that is the developers put in a resource-well then there is no reason not to use it. They have revamped Dav's Hope several times over the years and never "inhibited" it at all, same with several other resource-well sites. No, to me it means they have admitted to themselves that the Engineers update had some consequences that they needed to mitigate by providing resources.
I have no idea what you are saying. Read my above reply to @Morbad to understand my position.
BTW - No, I don't have all the ships, I don't even have billions of credits, I have several accounts all of which I use to play the game in different ways for enjoyment only. Utilizing resource-wells is not enriching yourself - mining void opals etc are hugely rewarding play-styles for credits - garnering engineering resources is not.
I must admit that with the recent roll back of the fertilizer profits it seems that some "exploits" are by design and others are not. Which ones are acceptable is somewhat a mystery, but I guess you'll figure it out sooner or later. Whenever I find a good way of earning something in ED I always have this feeling that it might be considered an exploit, except for the far away shards.
Edit. Instead of relogging at Dav's etc. it would be nice to have a binding for that, so it didn't spoil my immersion
