So I've done the research, I've watched the videos I've looked for the supply sights, traveled the trade lanes, blown up innocent type-9s done missions and passenger deliveries and nothing. Not a single manipulator. I'm getting really frustrated

Thank you. Anarchy isn't something I've tried yet. Is it still uncommon AF to find them or almost with every ship? I could be wrong but the way I've read most articles and videos it seems like every t7 and t9 should be dropping them
Anarchy=no bounty gain when you attack the trade ships, the best thing to look for are outbreak/lockdown state Anarchy systems as these will spawn "Looking for weapons/medicine" contacts which are always T-9s. In my case since Im lazy is I'll hunt the USS around ELWs and eventually in one of them will be some manipulators.

i was in an Outbreak system (looking for pharmaceutical Isolators) and i managed to find a whole heap of these Chem Manips in 'encrypted emissions' USSes**

Those are satellites 9x out of 10 for me, but I have seen them drop materials. For me right outside of my home port witch orbits a ELW I get them from Combat aftermaths and degraded emission sources alot.
I couldn't find for a long time, then found some in High Grade Emissions signal source in close orbit to Earth like world. Can remember the system state but think in was outbreak.
I found a few in USSs' in Felicity Farseer's system, which was lucky has I was on my way to see her at the time and it gained me a few extra rolls on my FSD upgrade 
So I spent just under four hours today looking and nothing. 2 type9's total and both being escorted by elite\dangerous condas. Blew both up and nothing. Anarchy outbreak boom famine lockdown and nothing. Res sites haz res sites nav beacons. Shipping lanes USS sites and still empty handed. I'm taking a break...

Anarchy haz resources sites killing t9's and anything Lakon will provide manipulators, alternatively seek combat aftermath uss they always have stacks of manipulators, while searching for something else I gained over 50 of them and found this a more reliable source of them - only ball ache is finding the uss in the first place
Some haz res sites just won't spawn t9's or manipulators (I'm a master rank in combat thanks to manipulator hunting) I find flying backwards facing the haz res beacon until you're no longer mass locked then charging fsd, you will immediately get the dropping too close warning but will be back in the haz res in a fresh instance
You can also kill all the other ships (kill everything you see) in the instance that also makes more / different ones spawn and you can collect other mats while your at it

Haven't farmed since the patch dropped, but the Outbreak and War systems used to spawn Buying Weapons and Buying Meds signals that you could drop into and kill the type 9s for manipulators... obviously you wanted anarchy to void the bounties... this dead now or just not mentioned yet?
