Engineers Chemical Manipulators - non existant

Just got mine in COL 285 SECTOR TP-N C7-12, there were two beacons in there.

Took some time to find, but at least once there the T9's showed up in force.
 
Came across two (for 6x total) last night in two separate systems I happened to be cruising through. Both were from "combat aftermath" USSs; one drop in each along with 5-6 other mats. Both systems were also low sec if I remember correctly. And both spawned within 30-40 minutes of each other without relog; one was in deep space and one was next to station and planet off shipping lane. Route was somewhere between Wolf and Alioth - I'll fire up ED Discovery tonight to ID the exact systems.

After hours of searching i come across Domoira, its in Anarchy with Outbreak and Famine. It has three Convoy Beacons. But nothing spawns at the beacons, and no "Seeking XXX" spots either. This is ridiculous, how am i supposed to get chemical manipulators if the spawn rate is so abysmal?
 
Combat Aftermath will spawn regardless of state. Some say it happens more in shipping lanes but I can't confirm that. From experience it appears that if a system is generating one type of USS it seems to keep generating it so if you find one I'd just keep trying.
 
I have killed MANY MANY MANY T6, T7, T9, Haulers etc in Anarchy systems, I mean MANY of them, not 1 Chemical Manipulator!! What am I doing wrong???

I didn't see Anacondas and Pythons in your list of ships. In general, the more rare the material, the stronger the ship you'll have to kill. Look for threat level 4 convoys. I get the chemical manipulators when I attack those convoys in Bunda. Usually, they're 2 Anacondas guarding a Python medical ship, or 4-5 Vultures protecting a Python medical ship. If you have a strong (i.e. highly modified A-grade) Corvette, you can do this on your own. But I find it more fun to fly with my buddy who also has a strong Corvette. The fights are fun and the rewards are good.

What is the criteria for aftermath locations to spawn? Is it random or does the system have to be in war?

Civil War and War States are more likely to produce those, but I have gotten them in normal state systems too, just less frequently.

Basically, if you see Conflict Zones on the Nav panel, you're in a good system for those and will see these spawning in USS pretty often.

As for Convoy Beacons not having anything in them? .... I've never had that problem myself, and I use this technique frequently. Its either a bug with your instance, or the beacons are either in the process of ramping up to start producing ships in them, or they are done and just have not been removed from the system yet. Waiting around for 5-10 minutes might be worth doing next time, just to see.

Speaking of Conflict Zones... I have found most of these same materials in the debris left from destroyed ships in conflict zones. Its obviously more dangerous trying to farm those with everyone shooting each other all around you, but if you use some good long range collector limpets it can be done effectively. YOU need to destroy the ships though. No debris spawns from ships blown up by NPCs.

The last time I needed Chemical Manipulators and Conductive Ceramics I found multiples of both in a CZ from a T9 and Clipper I blew up. Just make sure you PICK A SIDE! Shooting at any of those ships without being with one of the two factions will turn ALL of them RED against you. ;)

These days, I always make sure I have some long range collectors onboard if I am going to be doing any CZ work, and when the situation looks safe to do so, I will stop dead and try to grab some of these mats while there is a lull in the action. I figure I am there anyway, why not get some hard to find mats at the same time? :D

(Debris tends to drift quickly in CZs, so having long range collector limpets increases your ability to grab these things without having to fly right up to them and chase them along)

I have 6 after trying to chase them down for the last 5-6 weeks.
It's a shame it takes 5-10 rolls to get a good FSD...

Combat aftermath signal source,boom state, high populated system,pick a planet with station and start orbiting with lowest speed around planet,i found this way 30 chem. Manipulators in 3 hours gamplay.

confirming this. And you can go for Belugas and Orca's they drop some at a while. Tourist systems best one in anarchy!
