I have tried to get Chemical Storage Units at Conflict Zones, High Res Resource sites and I have tried going to KHEPRI but I've only come across 3 of these in a Hight Res Resource site. INARA says that these are common but I can't find any more. Does anyone know of a place to get these?

Chemical Distillery and Chemical Manipulators can be found at Dav's Hope last time I was there some weeks back.
Got some in a Combat Aftermath.
But it's better to just trade for tier 1 materials.
Read INARA a bit more closely, they primarily drop from Transport Ships. I get tonnes of them while hunting T7-T9s for Chem Manipulators etc. Head over to an Anarchy system and hunt trade vessels at the nav beacon, I think they also show up regularly in Combat Aftermath USS (also in Anarchy systems).

I've never seen them in CZs & I think T6s (maybe T7/T9...I can't remember) - obviously, do this in 'anarchy' systems due to the new, idiotic C&P - are your best bet in RESs.
Also, chemical processors/distilleries are very common, hence use the mats traders.
I get some at EE USS's and DE USS's. Not a lot, but they do drop.

It is a known fact. Some mats don't ever turn up until you have had a moan on the forum.
I hardly ever try to grind for the lower level mats any more. If I get them free while grinding for the higher mats that's a plus, but I always focus on ways to get the higher mats as quickly as possible and then trade down.
Unless you are absolutely sure you want to make life (playing Elite) hard for yourself, use outside sources, like INARA.
