The 1600 has more cores, more threads, more cache, the 2400 should be a tad better at single-thread loads. If you can wait a little longer, the 2nd gen 2600 with associated new chipsets should be a neat beast.
At this point, unless your current system is literally on fire and you want to use a discrete GPU, I'd wait for the non-GPU Zen+ chips.

I've got the 1600, and it's great. If you've got a graphics card, I don't see the appeal of these APUs.
