Ive found that you need to be allied with the systems major faction to get CIFs to pop on the board. I get it up through bulk trading in my Cutter

And planetary settlements seem to pop them quite a lot as they are of the same faction as your point of origin in the mission which you have just boosted.
ie go and drop this off with Bob on planet X get CIF, land, check board MOAR CIF !!!

I don't think allied is necessary. I was trying to knock out a system permit and got 5 CIF from three missions between cordial and friendly.
It's certainly possible that some goodwill needs to be in place before the CIF gets slapped on the table (or for larger amounts to be offered), but it's probably just RNG.

in Leesti, i'm allied to on faction, 2 friendly and 5 cordial and i'm allied with the alliance @ 100%
and i'm Elite in trading
Just as an aside (no scientific proof just anecdotal evidence from my own experience) head to Apurui in Empire space and do some missions. That loop has been instrumental in all my CIF gains.
My wingman has bagged a lot from system hopping in general so I don't attribute specific localities to any greater gain but RNGod is a fickle SOB...
so i flew to Apurui and i found a mission with 4XCIF and not the reputation to take it .... if you excuse me, i will now navigation my ship into the next White dwarf/Neutron star/Black Hole/ Thargoid Mothership to end myself [knocked out]
Repped for persistence. Get allied at Apurui and you will get enough CIFs pop to build your toys. Worked for me.
I went several gaming sessions without seeing any, and then last time I played I got five in total from three missions. I wasn't doing anything different, luck of the draw I guess.
I can say that CIF and MEF missions work at least for me, too. No need to be allied with the minor factions, just have a diligant look at the mission boards and eventually these missions will spawn.
If mission rank exceeds your rank you can still take the mission but you will not get the material rewards as listed on the mission outline. Especially for CIF, MEF and EFC and other really rare stuff.
Are you sure? Any official statement from FD regarding this? I've never experienced that.
Well further to my previous post I must add that I haven't seen a damn CIF mission anywhere for 3 days straight.
Went through a phase where they were popping regularly and now not a single one.
Either RNG really hates me right now which is entirely possible or somethings broke.

It's RNG. I was able to earn around 20 CIF and MEF each in the last two or three days in Maia, Merope, Lembava etc. They are there.
