Ive found that you need to be allied with the systems major faction to get CIFs to pop on the board. I get it up through bulk trading in my Cutter

And planetary settlements seem to pop them quite a lot as they are of the same faction as your point of origin in the mission which you have just boosted.
I don't think allied is necessary. I was trying to knock out a system permit and got 5 CIF from three missions between cordial and friendly.
It's certainly possible that some goodwill needs to be in place before the CIF gets slapped on the table (or for larger amounts to be offered), but it's probably just RNG.

in Leesti, i'm allied to on faction, 2 friendly and 5 cordial and i'm allied with the alliance @ 100%
and i'm Elite in trading
Just as an aside (no scientific proof just anecdotal evidence from my own experience) head to Apurui in Empire space and do some missions. That loop has been instrumental in all my CIF gains.
My wingman has bagged a lot from system hopping in general so I don't attribute specific localities to any greater gain but RNGod is a fickle SOB...
so i flew to Apurui and i found a mission with 4XCIF and not the reputation to take it .... if you excuse me, i will now navigation my ship into the next White dwarf/Neutron star/Black Hole/ Thargoid Mothership to end myself [knocked out]
so, am i just really really unlucky with mission with CIF reward or is CIF as mission reward broken again and does not appear?
If mission rank exceeds your rank you can still take the mission but you will not get the material rewards as listed on the mission outline. Especially for CIF, MEF and EFC and other really rare stuff.
