Citizens of Tradition Bounty Vouchers

OK so I have picked up some bounty vouchers fighting for Citizens of Tradition in the Durias system.

How to I cash them in? I tried going to a nearby empire system but it won't let me cash them in.

I assume I have to go to a station where the controlling faction is Citizens of Tradition, but how to I figure out where that is?

Maybe I'm being too clever - I assumed that I wouldn't be able to cash them in at the Durias system because both the stations there show controlled by "Durias Dominion" - I would think that the station has to be controlled by Citizens of Tradition, but I'll give it a try
