City/Town style settlements

I'd suggest a type of town settlement where there are a bunch of shops, living quarters, services, etc. The point would be to have a place where civilians live, giving the game more of a sense of life. The guards/police there would obviously depend on the type of government in the system. It would be a place where civilians and officials of all factions in the system would coexist creating a sense of tension as conflicts could break out between them at any moment. Maybe you're wanted by only one of the factions so you stay away from those particular guards and hide amongst the crowds. Or maybe you have an opportunity to bribe the guards or sweet talk your way out of a situation. There could be mission givers around the town. Some of the people there might know info about an artifact or item you're supposed to track down or an individual you need to kill or an engineering material you need. This would be a settlement type area so combat would be a possibility and obviously if you were to start shooting, there would be consequences. This would break up the predictable framework of the game (settlements are kinda boring at times) as this would add a sense of tension and unpredictability. The potential for this idea is seemingly infinite and would make the day by day gameplay much more interesting, dynamic, and believable. There are more ideas I have to expand on this but I guess this is the best way to put it without writing a whole novel about it.
 
I like this idea, Would be aplicable for something like big hubs (system), where is enough influence to turn your first steps on suitable/in-terraform planet into a real urban area. Not so developed as on earth-like world, but at least something better than a outpost-size settlement in a rich system. Later it may become a real big town/city, if the planet will be terraformed further (and the vegetation too, eh)
