civil unrest and lockdown....

Hi!
I have to "help" a npc faction to retreat from a System... trying to kill clean ships to cause a civil unrest or better a lockdown!
Does it work after 3.3? Any feedback?

Well.... I think that civil unrest and/or lockdown don't work after 3.3!!! Me and my group killed lots of clean and wanted ships of a npc faction ( I became Notoriety 10...!!!!), security bar in none, never under none! Any feedback?

I've seen a few local systems knocked down into Civil Unrest within the last week or two but they weren't my doing. So I can't say how it was achieved but it's certainly possible.
