These do not exist anymore. The developer's clearly removed them from the game. Nothing but a waste of time to attempt to get. Tried in 3 different systems in Civil unrest.

I found improvised components much harder to get in this game compared to other grade 5 mats that are only available from HGE's, with the exception of core dynamics components.
One of the problems can be that the system state "civil unrest" can change to other states often, so check it hasn't changed after 13:00 game time to a different state.

These always were the hardest to get. It may be a pain to find the right system (high population, independent, single star, civil unrest).

After an hour and a half from the previous post I found 1. Another hour and a half later I found a second. Where as I saw around 100+ degraded signals, a hand full of weapons fire, and distress calls, and 1 convoy distress beacon across 3 systems.
End result, 24 improvised components that I would of gladly spent 24 million to buy to bypass this horrible PURE RNG system. If we had a means to perform a triangulation to locate a hgss with in a system.
This would feel less like wasting time and feel more like finding treasure. If I only had 30 minutes to play and this was the task I wanted to complete. I would never of gotten anything and my time really wouldn't of been spent well in this game.
