Civil unrest, lockdowns and wars

I've been moving between powers this week, travelling from HQ to HQ, and I've noticed there seems to be a lot more civil unrest than normal. I'm currently in Arissa Lavigny-Duval's space and her HQ and neighbouring systems were in various states of civil unrest. I found the same when I visited Denton Patreus's HQ. I also came across quite a few systems with civil unrest or civil wars in Pranav Antal's territory.

Are these areas of civil unrest and fighting tied in with what's going on in Power Play?

Could be. As I see it:

Each power boosts the influence gain for certain minor factions in their space (Empire powers boost Empire factions and so on). That should lead to their matching minor factions gaining more ground in the systems they are in, and also expanding faster to new places.

This will be most noticeable in systems controlled by non-aligned minor factions in Powers' space (as their enemies will now be growing at a faster rate than them).

But even if both minor factions are Empire, for example, they still may come to blows quicker as both will be expanding or gaining influence faster.

Nah, faction influence is bugged. Some missions seem to throw influence out by +40%. My home system's controlling faction influence has see-sawed from 90+ to 40 in the same week. One of it's rivals was at 30% and is now below 10% and another is sitting at 30% which was below 10% before. My home system is uncontrolled, I think PP is just showing the problem up because more people are moving around now.
 
Eotienses has a bust status for the main faction, and a Famine for another one.
Throughout the system there are Type 9s located at "Seeking Goods" Called Wealth Redistribution Buying Tobacco.
I assume Tobacco is a luxuary harder to get due to the bust

Next door at Jui Hsien there is a famine and throughout the system there are Debris Fields, Check points, Distribution Centers and "Seeking Food"

Seeking Food has Type 9s Called Galactic Comestibles buying Food Cartridges





Questions

I assume selling the Tobacco will be black market trading and so will NOT help the system recover from the Bust

Will Selling Food Cartridges to Seeking Food help or Hinder removing the Famine Status?
