Civil War Surface Scans without C&P Penalties???

Is there anyway to do these surface scans without getting you on the wanted list? I've yet to be able to complete without doing so and its a bit of an annoyance if it's a system i've been using for other missions to get locked out of without heading off to interstellar factions or switching ships. It would seem odd if there are missions that you accept that may be illegal but yet no way to have a chance to evade the law. I like a challenge but not absolute certainty of being a criminal, which seems the case with these missions.
 
For planetary scans, try only doing the ones at "Building" and avoid "Outpost". But there's no way of knowing which mission gives you which until you get there, so it means you'll be losing rep for the dropped missions just as fast as you're gaining it for the completed ones...

Just plan your trip to a nearby IF into the mission. There is no guarantee to be a public beacon, so you're liable to get a bounty. If you stack a few of them, you can clear yourself at the end. Saves you the time going there after every mission. And if it happens to keep you clean at your home port, you can even delay the trip to the IF almost indefinitely.
 
No, there's no real way to know whether the target data point will be public (no bounty) or private (unavoidable bounty).

High ranked and high paying planetary scan missions are 90-95% likely to be private beacons, so you will get a bounty. Lower ranked ones have a greater chance to be public.

Best suggestion I can make is simply don't take missions in a system where you want to do other business. I do a lot of planetary scan missions, and +90% are private and I get a bounty, but I use one specific ship for them and have other ships for other game play, and generally only have to visit IF once every 5 to 7 or so completed missions when my bounty becomes an interstellar one.
 
I have always thought that systems in a state or war should become an anarchy system or it becomes lawless within the vicinity of the civil war. This could be where an orrey map would be handy to show the jurisdictions of the stations/planets and where the lawless parts are.

This. The bounties are laughably low, so not a big deal.

Pretty much this. Whenever I plan a bunch of missions, I always leave the criminal ones til last, and ensure my final stop is at an IF facility so I can pay off all my crimes at once. It's no heartache.
