Class 2 Corrosion Resistant cargo racks?

Okay, this is starting to get a bit confusing, frustrating and, possibly, embarrassing.

I have access to Palin so I can buy the 1E and 1F CR racks from his base.
Ages ago I went to a human-tech broker and unlocked the 4E CR rack so I can buy those from heaps of places, alongside other cargo racks.

I just flat-out cannot find anywhere that sells the mythical Class 2 (2E? 2D?) CR rack though.
Nor can I find any human-tech brokers that offer me the opportunity to unlock it - if, indeed, it needs unlocking.

So far, I've visited about 8 tech-brokers and they've all had the same list of stuff I can unlock - none of which includes the C2 CR rack.

Can somebody tell me what I actually need to do to get access to these damned things, or where I need to go to get them?

That's brilliant!

A while back I posted in the suggestion forum, asking for a better choice of CR racks and a couple of people reminded me that the C2 rack was "available".
Seems like, with all this new exploration stuff, it'd be nice if there was a decent choice of CR racks to suit all ships in case there's anything corrosive out there which can be collected.
