Class 5 Planetary Vehicle Hangar

Right now we have a Class 2, 4, and 6 Planetary Vehicle Hangars. They fit 1, 2, and 4 SRVs respectively.
A Class 5 Planetary Vehicle Hangar that will be able to carry 3 SRVs would seem like a good fit between the existing Class 4 and Class 6 PVH.

Just bought Horizons. Apparently I need to install a PVH. Where are they? I looked everywhere to buy one.
I'm bought the game through Steam. Any help would greatly be appreciated.
