Powerplay Faction: Zachary Hudson CMDR I-will-not-tell-names

Hi, I've encountered a problem with a CMDR I-will-not-tell-names ( that's not how he is named) who sits around Hahn Gateway in the Nanomam sector. He's usually teamed up with his friends in ships that are way above in capability than my Cobra. The first time he attacked me, I was on the way to the outpost in FSD and he repeatedly told me to leave the system and not come back. He then tried to prevent me from docking and attacked me while doing it, all the while telling me to leave and never come back. When trying to leave the station he repeatedly rammed me to damage my ship and I actually got fined for dangerous driving after half killing my ship. A few days later, he's back there, lurking above the docking entrance, he attacked me and destroyed my ship. The authorities cant seem to do anything about him and his pals. Obviously this is a problem to a new player like myself who is trying to make my way in the galaxy and going about Zachary Hudsons business delivering intel and supplies.

to me, it very much sounds like that commander is doing powerplay as intended? e.g. trying to fight hudson-supporters in their headquarter?
 
You got to caught him off guard in SC, team up and pop him up at the cost of 10 merits (that's the price of betrayal, right?). I don't deliberately attack allies but as a merc/hunter my justice is above my current power interests.
 
Personally I think pledges to other powers should not be allowed in an opposing power's HQ. It just doesn't seem right that they can patrol what should be the most secure system for each power with impunity.
