Newcomer / Intro Cmdr out of fuel....how can I help?

Hi all, another quick one...just came across someone out of fuel. They do not have a fuel scoop. I read somewhere we can do ship-to-ship refuelling?

Is there a way I can help this cmdr out? Can I drop fuel in space etc? Or what are their options?

Only way now is for the other person to self destruct there is no refeul in space option except if he is using a fuel scoop near a sun.
