CMDR's hull would not drop below 3%, is this normal?

I was flying to cleave hub, minding my own business, when I got interdicted by a wanted player flying a Federal Corvette. A viscous dogfight followed, where I managed to get his hull down to 3%. He was trying to jump away, with me right up his tailpipe, letting rip with all guns blazing. But his hull would not go below 3%, no matter how much fire I poured into him.
My first thought was he was a hacker. But if that was the case why would he run, if his hull could not drop below 3%? Do hull reinforcement packages make the last 3% take forever?
still a little puzzled over this.

Network issues commonly cause this.

On a recent meeting I had with a player (non-hostile), he stood still for a good 60 seconds then dropped from wing and disappeared. I checked galmap to see him 1 system over.
He had turned, charged fsd and shot off to the next system before the network registered anything on my game. I suspect it could be the case here.

It is unintended behaviour, no upgrade gives you invincibility or massive defence in the last X% :)

Report it if he was cheating etc. frontier can take actions and if it was networking problem they get more data about it and can make networking work better in the future.

Often the P2P causes alot of issues. I once had the case where I would drop the shields of my opponent and damage his hull to 90% while the SCB revises it and go back online. Nice feature ... if it would have been one. :D

He'd already jumped, but the internet connections had some delay, so your PC showed that he was still there until it got the confirmation that he was gone. You can't damage a ship that isn't actually there, even though you can see it.

I had the opposite incident once.
My wingman was under attack by some godlike NPC Vulture.
I couldn't damage the Vulture, no matter what I did(locked at 50% shields 100% hull). Or could I catch up.

But my wingman was taking one hell of a beating, while trying to jump out. Eventually he exploded, then the Vulture suddenly lost its mojo, and I nailed it in seconds.

Then my wingman logged back in again, and appeared in front of me, then said, 'woo, CTD!'
And I was like, 'I watched you die! Jesus reborn!!' ...

And that's P2P life. Lol

Definitely lag but I must add, very well done anyway, bet he got a shock, what where you flying?

I was also flying a federal corvette, pure combat build. Shame I couldn't kill him though. My Corvette has a 36 mil rebuy cost, so his must have been around the same cost, and I wanted him to have to pay.
There's no need to kill unwanted CMDR'S for no reason. At the end he had 3% hull, and I still had shields, and 100% hull.
So I think, he will either think twice next time, Or he will come gunning for revenge. Probably with a couple of mates!

AS others have said, he wasn't cheating, he'd already scarpered. You ALMOST got him though, his FSD countdown kicked in when he was at 3% hull and lag prevented you from seeing his jump out for a little bit, so it seemed to you like you were shooting an invulnerable ship. As for him "thinking twice the next time" or "coming back for revenge with friends" I doubt either one will be the case. He was looking for a fight, you gave him a better one than he bargained for and he "left the field" in defeat. That tends to happen to roughly 50% of folks involved in any PvP combat :) However, if he's that kind of player the odds are if you do encounter him again he'll have developed his combat skills a bit by then :)

Probably going to sound like a total noob here as I've never been able to figure this out myself, but there are two other things it could be aside from lag.

1. Ive noticed at times when my shields are down, I dont take any hull damage at all. It all gets transferred to the shields recharge. In other words when my shields are say 50% to being back online and I start getting hit, instead of my hull taking damage, that recharge amount just goes down and only when it gets to zero I start taking hull damage, despite the fact my shields are down the entire time. This is with Prismatic shields (not sure if that makes a dif), but it seems other times when shields are down I do take full damage, no matter how far along the shield is to being back on line, seems very random. Anyone know what causes this?

2. The other thing it could be... On Anacondas for example, they can take a lot of damage at the last 1-2%, I would say as much as the last 10%. I've killed 100's of them and its the case every time. Once its down that low it can take a heck of a beating, a lot more than it should.

outside of lag i'm going for thrusters are dead and you keep hitting them, as far as i've been able to tell the hull won't take any damage if a module is hit with a non penetrating weapon after its dead, i've shot anacondas all day from behind and not seen any impact to the hull % their thrusters take up the entire back of the ship.
