Well, he had two prospectors. It is unclear to me if he replaced one or both.

You are absolutely right that he needs to keep an A rated prospector as prospecting an asteroid with it multiplies the number of fragments by 3.5. (Lower multipliers for lower prospector ratings.)

Without prospector = Mining with a pickaxe.
With prospector = Mining with a bulldozer.
