Is the Cobra MK IV ever going to be available to the rest of the Elite Dangerous community. I don’t see why it should only be available to select few seeing that it does have quite a wide array of roles it can play within Elite. Personally, I would like to see it up as a Community Goal reward or, even available in the ship yard to buy.

It would be nice to have (don't have one myself) but then ask yourself would you actually use it?
To answer my own question it would prolly turn out to be a Sunday cruiser rather than an actual ship i would use for anything important.

As exclusive as the preorder of the Horizons was.
Then Horizons was folded in the main game, so no more Horizons, just a base game - that would have been the moment for C4 to be made available to anyone

Its a personal thing i suppose, the Cobra has lots of slots but i wouldn't swap it for my Viper 4.

My stance has not changed, I'd sell the things on my carrier if I could and keep them stocked, it should really be released for everyone. Odyssey was a game changer for it. Suddenly it's the ship with the most hardpoints and biggest cargo hold for all those settlements with small landing pads only. Seeing how it was used in Odyssey marketing material and in the tutorial I think a lot of people at FDEV have already forgotten that it is an exclusive to this day. If that isn't the case I'd have to suspect intended malice.
Since we're having the discussion, the answer is probably between the lines of this post.

I remember when i started the game, at the end of 2018, that i was looking for it quite a lot.
It was feautred on the main Ship page on the ED website along the rest of the ships and with no mention of it not being available in the game.
That's how i discovered eddb.io and i spend quite some time visiting stations (in my starter Sidewinder) that were supposed to sell it.
Eventually, after i stumbled upon a support article mentioning that it's not in the game, i had to settle for a C3
