I bought a midnight black paint for the Mk4 because I wasn't paying attention and it was stupidly higher in the list than the Mk3 in the store. ;(

When logged-in to the store in a non-qualifying account I don't see the C4 listed but in a qualifying account I do. So I think you are mistaken.

I use the in-game store, it looks pretty different. No drop down menu, for instance. (Horizons, on PC.)

LOL - good try - they will replace the CIV repaint / refund for the error though.

Frontier have admitted that the Black Friday paint jobs were a mistake on their part. (Contact support to get a refund)

The PS4 community have been arguing since before Elite was release on the Sony console that the Cobra MkIV should be made available.
The decision to present it as a pre-order only bonus for PC players who ordered Horizon goes back to December 2015.
The XBox players complained and it was then provided to Xbox players when Horizons launched in June 2016.
Since then (four years now), there has been so much salt and noise generated by the vocal minority who say that Frontier will be going back on a promise that they made that I don't see Frontier ever changing their stance.
It is easier for them to not comment on anything Cobra MkIV rather than do or say something that enflame the original players.
I would love to be able to add the Cobra MkIV to my fleet.
But I am on PS4 and doubt I will ever get the chance.

Interesting that because here I am logged into my one and only account (as you can see top left) which has the Cobra Mk4, yet doesn't include it in the ship list for the web shop. However if I visit the shop from within the game, I do get the option to buy CM4 paintjobs.
So it might well not be the OP's fault. The web store seems janky as hell.
