Colonia invitation | is it affected by Horizons down?

You need to be officially told about the existence of each of the Colonia Engineers from a specific Bubble Engineer.

Elvira Martuuk => Mel Brandon
The Dweller => Marsha Hicks
Todd McQuinn => Petra Olmanova
Liz Ryder => Etienne Dorn

You get the info in a message during the levelling-up process with each Engineer, typically partway through level 3 or early in level 4.

Your Engineers tab should tell you which stage you have reached with each Engineer.

Plasma accelerator is the only one I (presently) care about. Is she the only one to provide a 5G mod?
