Colonia route relay stations and exploration missions

In exploration passenger missions, a requirement is to not be scanned. Given this restriction, are the starports that act as relays on the Colonia "safe" in the sense that they have no security forces patrolling?

In exploration passenger missions, a requirement is to not be scanned. Given this restriction, are the starports that act as relays on the Colonia "safe" in the sense that they have no security forces patrolling?

They're all controlled by non-Anarchy factions, so security forces as normal.

The three newer ones - Kashyapa, Gandharvi, Rohini - have an outpost in addition to their large orbital station, so if you're in a medium or small ship you should be able to stop off at those with minimal risk.
