Colonia Scavs not there and then not counting, and other "Expired" bugs

Milanov's Reavers have possession of one settlement in Colonia. Well, in Ogmar. But when I got there to exterminate them for a mission none were there. I looted their holdings, then as I left some showed up - perfect timing!

Except, once I started taking them out there was no mission update or counter as usual. I scanned them and got bounties, but their faction wasn't shown. The mission didn't update in the Transaction panel either.

I just want my freaking NOC Data.

Anyone else out here having the same issue?

This was once a bug report on the tracker, but it's now "Expired." Others I'm experiencing that have shared that fate:
  • Lights shining through walls, so you think you're being lit up by someone but aren't really.
  • No ship sounds until I enter Supercruise when taking off from being landed at login.
 
Sounds like a bug, but not having to do with the settlement.

The Reavers are in Civil Unrest, so it's not surprising that the settlement would be abandoned. That's a standard effect.

Also as expected. Scavengers belong to a generic "Pirate" faction - this was done so that killing them wouldn't harm the BGS of any faction in the system.

So you were offered a settlement massacre mission (these get the "exterminate criminals" mission text when the target is a criminal faction), and for these missions the targets are the regular occupants of the settlement, belonging to the owning faction. The scavengers don't count, because they do not belong to that faction and anyway are not considered settlement occupants. You shouldn't have been offered that mission if the settlement was in an abandoned state, precisely because there would be no occupants present.

So this might be a bug, and you shouldn't have seen that mission. It could also be a non-bug annoying corner case. It's possible to take a mission like this before the daily BGS tick, and then at the tick the target settlement switches from active to abandoned. If that happens and you haven't completed the mission yet, it becomes impossible to compete. FDev has said this is working as intended, and that's part of the reason why those missions have such short timers, to encourage you to complete them the same day.
 
That's a known bug with anarchy factions, settlement massacre missions against other factions work as intended.
