Sorry if this has been asked before but is there a posted starting point and a planned route to colonia listed in less than 1000LY increments?

No, because no-one needs such a thing. Open the GalMap, move 1,000ly from your location towards Colonia, select a star and plot. Star density only increases in this direction. You can, if you want, follow the Colonia Connection route, which goes through the handful of inhabited systems between the bubble and Colonia.
 
As Mr Leth says: no need, point and go!

Might I suggest if you are new to exploring or general long range voyaging that you make use of EDSM.

Great for planning and managing your route, discoveries etc.

I'd also suggest not take a straight line from the bubble to Colonia, visit some nebulae and various sights along the way to make the journey more interesting. I took a big detour up to get away from the beaten path and to find more undiscovered systems and for most of my trip out I cruised well below the plane. BTW this was much easier because there are less stars to worry about when plotting!
