Is it me? All the pirates that scan me are.clean.

They are clean in that system or you're in an anarchy one.
Do they scan as lawless?
Get a kill warrant scanner.
Or let them to fire on you, wait for them to go wanted and snuff them.

Hadn't noticed that, I've been res hunting in the Colonia region and hadn't had much of an issue finding bounties in all honesty,
that said they have been on the lite side, best bounty was 122k averaging 5-10 each on a good trip been as low as 1-3k per bounty.
May have to do some pirate hunting at the nav beacons and check this out. You may try some other surrounding systems, I noticed
on a little info gathering/mission run a couple systems in a state of civil war and booms, those may be a good bet.

Unless in Carcosa (currently the region's only Anarchy system) all the pirates have bounties when I go looking. (I think there are a couple of mission types where the assassin sent after you starts off clean, though)

Unwanted ships will scan you, sometimes they are bounty hunters 'scan will be over shortly' and sometimes they are pirates 'what treats do you carry'. There are plenty of wanted ships to bounty hunt and if you go to a Res or Unauthorised installation (in Kojeara) there will be plenty of pirates with bounties.
